Using the Transaction Monitor feature, employees, managers, and HR professionals can view and track details of their self-service transactions, that are in pending approval, deferred, completed, and errored status. For self-service transactions that are in pending approval or completed status, employees, managers, and HR Professionals can use the transaction monitor to view the approval history, comments, and attachments for the transactions, if any. Employees can view all transactions that they initiate. However, managers can view only those transactions initiated by them on any worker within their hierarchy. HR Professionals can view all transactions initiated by workers and managers based on their security profile.

Oracle Time and Labor enables the Self-Service and Timekeeper user to enter timecards along with additional details in specific layouts. Prior to this release, Self-Service Descriptive Flexfields for additional details displayed always irrespective of availability of data. With this release, additional details display only when data is available.

Use Simplified User Interface (UI) Menus for Oracle SSHR

Oracle SSHR provides simplified user interface (UI) menus that facilitate general and localization self-service users better search and transactional user experience. The general and localization self-service simplified UI menus group together related functions to perform self-service tasks with more ease. For example, the 'Manager Self Service - Simplified' menu includes the 'Onboard' function that groups together related functions: Hire, Contingent Worker Placement, Applicant Hire and Rehire, and Reverse Termination. When managers click the 'Onboard' prompt in the 'Manager Self Service - Simplified' menu, the Hire: Enter Basic Details page appears, the application presents these grouped functions as easily identifiable function tabs. Managers can perform self-service transactions from the same page rather than navigating back to Home. Similarly, the 'Employee Self Service - Simplified' menu includes the 'Professional Details' function that groups together related functions: Education and Qualifications, Other Professional Qualifications, Competency Profile, and Work Preferences. Each of these functions does not appear as separate prompts in the responsibility. When an employee clicks the Professional Details prompt, the application presents these functions as easily identifiable function tabs on the Education and Qualifications page. Workers can click each of the tabs to navigate to the relevant pages to provide professional details.
Note: The simplified UI is available only when launching functions from the 'Simplified UI menus' and not from features such as Talent Profile, Save for Later, Update Action on notifications, Return for Correction etc.

Display the Person Card Pop-up in OAF Pages

The Person Card pop-up provides information such as the name, discretionary title, organization, work phone, mobile phone, and location of a person. Using the Oracle Applications Framework (OAF) Personalization function, a system administrator can configure to display the Person Card as a pop-up in the applicable Oracle Applications Framework (OAF) pages. For example, you can personalize the Oracle SSHR Change Manager page to display the Person Card pop-up for the employee Name field.

View and Perform Manager Actions for Multiple Assignments Using Organization Chart or Talent Profile

Using Organization Chart or Talent Profile, managers can now view details and perform manager actions for multiple assignments of an employee or worker in their hierarchy, if the subordinate has more than one assignment. Using the Assignment drop-down in the Talent Profile page, managers can select the relevant assignment to view details and perform manager appropriate actions. Managers can also view and process actions for more than one assignment of an employee or worker using the Organization Chart. If there are workers on secondary assignment reporting to a manager, then the organization chart represents this reporting structure in a dotted line format. Prior to this release, Organization Chart and Talent Profile displayed only one assignment of subordinates.
Note: Managers can perform these actions for multiple assignments only if the Multiple Assignments feature is enabled and the appropriate security access is setup. Launch Personal Actions from the Organization Chart as a Worker

Currently, only managers who log in using the Manager Self-Service responsibility can launch manager actions from the Organization Chart.
From this release, using the Employee Self-Service responsibility, Talent Profile function, My Hierarchy tab, workers can launch personal actions using the Actions link in the personal details panel.  When a worker selects an action, the action is launched in a page with a side navigation container in the Personal Actions tab. All the personal actions links appear in the side navigation container on the left side of the page. The worker can complete the transaction launched, and move on to other transactions without leaving the page. Note that workers can launch actions only for their primary assignment.

From this release, when a plan administrator selects the Reevaluate Plan Population option in the Update: Plan Review page and if the application finds that the worker is eligible to become part of the plan population again, then appraisals and scorecards with Transferred from Plan status are reopened so that the previously worked details are available to view and update using the Employee Self-Service or Manager Self-Service responsibilities.

Comply with Statutory Changes for EPF and EPS

The statutory changes for India require updates to the EPF and EPS calculations effective from 1 Sept 2014.  Oracle HRMS for India delivers the following statutory updates for EPF and EPS which include:

The statutory wage ceiling under the EPF, EPS and EDLI has increased from INR 6,500 to INR 15,000 per month.
For the financial year 2014-15, the minimum pension is fixed at INR 1,000/ month for the members of the EPS
New EPF members cannot contribute to EPS, if their pay is more than INR 15,000/ month at the time of joining
The insurance benefit under the EDLI has increased by 20% in addition to the existing admissible benefits

Generate Individual Form 16 PDF to Employees

Employers can now generate individual Form 16 as PDF files. Oracle HRMS for India delivers the changes to the Employee Annual Tax Returns (India) concurrent program to enable users to create individual Form 16 PDF files for employees.
Employers can store the generated PDFs according to the employee number in a specified path. If the path is not specified, then the application stores these files in the default path of  $APPLCSF/out.

Implement Check for Landlord PAN details for House Rent Exemption

According to new statutory requirements, employees must provide the PAN numbers of all landlords where the monthly rent paid exceeds Rs. 8333.33/- The employer must maintain this information for any verification by the IT department.
Employers are required to check the proofs submitted by the employee and decide whether to provide exemption or not to the employee.
This release delivers a new Element - Proof of Landlord that enables users to record whether the landlord holds a PAN and whether to provide (YES/NO) for giving exemption. The exemption is calculated depending on the value set by the user for this flag.

Comply with Changes to 24QC for 2010-2013

The data structure of quarterly e-TDS / TCS statements has been modified by the Income Department to incorporate certain additional fields and validations.
Users can no longer record the Y type of correction effective from 2013-14. To support this requirement, the concurrent program Form 24Q Corrections Archive(India) is changed and the  value – Y of the parameter Correction Type is disabled.
There are certain changes to the 24Q Correction and eTDS 24Q Returns.
Consolidated file hash in the File Header Record section to record the Hash value as per the consolidated file. This is not mandatory.
New fields added in the Batch Header Record section to record the details such as employer mobile number and TAN registration no. of the Organization.
New fields are added in the Challan Detail Record in order to record the details such as Late Fee, Minor Head of Challan.
New fields are added in the Deductee Detail Record to record Certificate Number and Section Code.

Specify Offset for Viewing the Online Payslip

Users can now specify an offset date for payslip, which ensures that employees cannot view their payslip prior to the payslip date.
Users were able to view the payslip immediately after all the post payroll run processes have been completed successfully.
Users can now specify in the Payroll Definition window an offset date for payslip, which ensures that employees cannot view their payslip prior to the payslip date defined for a pay period, even though all the payroll processes complete successfully before that date.

Oracle HRMS for India complies with the Budget changes for 2014-15. Employees can avail tax benefits for the following:
Income tax exemption limit for individuals increased from Rs.2 to 2.5 lakh
Income tax exemption limit for senior citizens is increased from Rs. 2.5  to Rs.3 lakh
The investment limit for deductions under section 80C is increased from Rs. 1 to 1.5 lakh
The deduction limit on account of interest on housing loan for self- occupied property is increased from Rs. 1.5 to Rs. 2 lakh
Public Provident Fund annual ceiling amount is raised to Rs. 1.5 Lakh
New Section 80EE - Users can now record a new deduction under Section 80EE in respect of interest on loan taken for residential house property under Chapter VIA Deductions.

Income from House Property Ceiling for Tax Exemptions not Restricted

The Income Tax declaration by an employee will be used by the payroll process to calculate the income tax for an employee based on the income tax rules and exemptions. This enhancement enables employees to declare the home loans taken against their house properties. Employers can process and calculate their tax accordingly. Employees must submit the proofs for the tax declared at the end of the year. The payroll professional validates the proofs submitted by the employee and approves them based on which the final income tax of the financial year is calculated and deducted accordingly.

To manage assignment sets, each user must add the new function to their responsibility.

Bank Account Number Verification using Self Service HR

Oracle Payroll enables employees to enter their bank account details using the Manage Payroll Payments self-service page. To ensure that the correct account number is entered and to avoid any discrepancies, the employee is required to enter their account number twice. When an employee enters the account number the first time, the value is masked and and the option to copy is disabled. The application validates the entered information, and if the information is incorrect, prompts the user to re-enter the bank account number. Currently this feature is enabled for US and CA localizations only.
This feature is optional for users and can be enabled through the profile option - PAY: Enable Personal Bank Account Validation. The profile option allows users to selectively enable or disable the validation.

Analyze and Review RetroPay Entries using New Interface

Currently, users review the results of the RetroPay Enhanced process by checking the Assignment or the Payroll Process Results window for the process completion status. To review the retro entries generated, they use the Element Entries window.
Oracle Payroll now provides a new user interface for users to query the assignment actions of the RetroPay Enhanced process and to review the corresponding retro entries created. This feature also provides users with a detailed drill-down of RetroPay element entry such as the original date earned and a comparison of the retro entry input values with the original run result.
Users query the retro assignment actions effective between the specified dates for a given assignment or payroll.

Comply with Changes to Professional Tax Rates

The Professional Tax rates have been changed for Coimbatore Corporation and the states of Maharashtra, Karnataka, and Kerala.
The professional rates have changed from 1268.00 to 1250 for employees having a half-yearly income of above Rs. 750001 in Coimbatore Corporation.
For the state of Maharashtra, the rate has been changed for male employees to Rs. 175 per month if their income is between Rs. 7,500 to Rs. 10,000. The professional tax rate is zero for female employees, whose income does not exceed Rs. 10,000 . These rates are effective from April 1, 2015.
For Karnataka, the rate has been changed effective from April 1, 2015. The exemption limit has been increased from Rs.10,000 to Rs.15,000. Senior citizens above 60 years of age have been exempted from professional tax.
For Kerala Corporation and Kerala Panchayat, the professional tax rate slabs have changed effective April 1, 2015.
Oracle delivers the updated user tables and changed formula with the new values for professional tax rates.

Employees can no longer make deductions under section 80EE effective from April 1, 2015, which includes the deductions made towards the Interest Paid on House Property.
The input value, Eligible for Section 80EE available on the element House Loan Information will therefore no longer be available effective from March 31, 2015.In addition to this change, the Employee Tax Declaration and the Professional User Tax Declaration interfaces have been modified to remove any references of the Deductions under Section 80EE.
A new skip rule, IN_SEC_80EE_SKIP_RULE has been attached for the element Deduction Under Section 80EE to skip the processing of the element

Effective from January 1, 2015, the Provident Fund administration charges have changed from 1.1% to 0.85%. The global variable value of IN_PF_ADMIN_PERCENT has been changed from 1.1 to 0.85.

Calculate Gratuity for Deceased Employees

Gratuity is now calculated for government employees for whom the reason for termination is death. The formula IN_GRATUITY_CALCULATION has been updated to use the new rule while calculating gratuity. The input value, Completed Service Years of the element Gratuity Information will not be considered for calculating Gratuity for terminated employees due to death.

Use the New Eligibility Period for Gratuity Calculations

The eligibility period for calculating Gratuity can be 4 years 190 days or 4 years 240 days depending on the employment category. Currently, the application calculates the Gratuity for employees with 4 years 240 days eligibility period only.
With this release, a new option is available at the organization level to enable users to choose the gratuity eligibility rule for calculating Gratuity using 190 days or 240 days. Users can override the rule mode at the assignment level by selecting a different continuous service rule for Gratuity in the Statutory Information window

Calculate and Process Contributions to the National Pension Scheme

Employees can contribute to the National Pension Scheme (NPS) and be eligible for tax exemptions. To enable employees to record their contributions towards the National Pension Scheme, Oracle provides a new organization classification to record the NPS organization details.
Employees can declare the amount or a percentage of contribution using self-service. They must record their Permanent Retirement Account Number (PRAN) number, which the employer uses while sending the subscriber list to the Point of Presence (POP).
Users must define the NPS account type for an organization using the National Pension Scheme organization classification. They can set up information for an NPS account by recording the Corporate Registration Number (CRA), and a Corporate Branch Office (CBO) Number allocated by the CRA and the Tier 1 contribution percentage. Oracle provides a new element NPS Information for recording the NPS amount

Previously, the Payroll Register Report was being generated using the Discoverer Report. From this release, the Payroll Register Report is generated using the BI Publisher. Users can now generate the report in the HTML and the Excel formats.

The report displays all the allowances exempted under section 10, exemptions under Section 16, and other income details declared by the employee which contribute to the total annual income of the employee.

Record EPS Contribution Age for Employees

The Employee Pension Scheme (EPS) contribution is deducted from the Employer Provident Fund (EPF) contribution, if the employee opts for contribution towards pension.

Users can record the EPS contribution age for the employee in the Statutory Details section of the Assignment window. By default, the eligible age for the EPS is 58 years of age, if the value is not set at assignment level.

Employees can now choose to continue to contribute towards EPS even beyond 58 years of age. To enable users to record this information, an option Defer Pension Drawing Age is provided so that the EPS contribution can be deducted from their payroll beyond 58 years.

The formula IN_PF_CALCULATION has been modified to deduct the EPS contribution according to the setup at assignment level.

New Rule for ESI Calculations

A new rule has been introduced under the Employee State Insurance (ESI) scheme which states that in the areas where the scheme is implemented for the first time, the employer's contribution and employee’s contribution would be as follows for the initial period of 24 months from the day it has been implemented:

Employer contributes 3% of wages payable to the employee.
Employee contributes 1% of wages payable to employee.
These values are rounded to next higher rupee.

After completion of the 24 months, the rate of contribution would be 4.75% in respect of employer and 1.75% in respect of employee.

To record the date of the when ESI calculation has been implemented, Oracle HRMS for India introduces a new field ESI Implementation Start Date in the Additional Organization Classification, ESI Org (PER_IN_ESI_DF).

When users set this date, the application uses employer’s contribution as 3% of wages payable to the employee and employee’s contribution as 1% of the wages payable to the employee (both rounded to the next higher rupee) until a period of 24 months from the start date. Beyond 24 months, the application uses the rate of contribution as 4.75% for employer contribution and 1.75% for employee contribution for ESI calculations.

The concurrent program Generate Run Balances supports generation of run balances with different modes - a single balance, all balances, and all invalid balances at the assignment and the group levels.
When you run the program accidently or without any valid justification using the All Balances mode for assignment level, it takes considerable time to complete based on the amount of data. Additionally, if the start date is not provided, then the process generates run balances from the start of time (01-JAN-0001) which is time consuming.
To prevent the Run Generate Balances process from being run for all balances at the assignment level, Oracle provides a profile option PAY: Allow All Balances for Assignment Level. If this profile is not set, then it is considered as No. To run the Generate Run Balance process at assignment level and in All Balance mode, users can set it to Yes.

Make Attachments Mandatory for an Absence Type

Using the Absence Attendance Type window in Oracle HRMS, you can make attachments mandatory for an absence type. An option “Require Attachment” is provided in the Further Absence Type Information in the Absence Attendance Type window. Values for this option are Yes and No. If you want to enforce mandatory attachments for an absence type, then this option must to be set to ‘Yes”. If you set up this feature, then when managers or workers enter absences for those absences types using the Employee Self-Service or the Manager Self-Service responsibility, they must upload supporting documents. Otherwise, the application will display an error.

Note: The mandatory attachment rule is enforced only for self-service users when they enter absences for that specific absence type using the Manager Self-Service and the Employee Self-Service responsibilities. This feature is not available in Oracle HRMS Absence Management and Absence-OTL Integration.

New API to Update Processing Dates

The Offset fields in the Payroll Description window are currently non-updateable to extend number of years of a payroll or to change any incorrect date when a payroll has been created. To change the offset dates, you must create a new payroll each time or manually enter the time periods, which is very time consuming.
You can use new API, PER_TIME_PERIODS_API to facilitate changing the offset time period dates quickly.
The API is used only to adjust these dates. The field Number of Years field operates as before but when you change the number of years, the new feature allows the offset fields to be updateable.in order to effect any change to these values to reflect in the new periods created. Prior to this enhancement, even a change on the Number of Years field, the offset fields remained fixed and non-updateable.

Employee Self-Service Payment Methods Supports Future Dated Updates

You can change the payment method in the current period after a prepayment has been run if you have set the profile option, PAY: Allow Paymethod Changes after Prepayments to Yes.
This release allows you to make changes to the payment method from the next payroll instead of the current period using the profile option, PAY: Enable Pay Method Changes in Next Pay Period after Prepayments.
You must also set the profile option, PAY:Allow Paymethod Changes after Prepayments to No for this profile option to make the change.
